Phillip T. Elgin

Associate Principal and Associate Unit Manager


Phillip Elgin joined WJE in 2015 to expand WJE’s presence in Pittsburgh, Pennsylvania. Mr. Elgin’s experience includes new structural design and renovation for projects for K–12 schools, universities, hospitals, banks, and commercial properties. Projects have been comprised of facade assessment and repair, parking garage evaluation and repair, structural design and various assessments, surveys, and evaluations. He has completed numerous repair projects involving repair of deteriorated concrete, rebuilding of masonry wall construction, and installation of sealants and coatings. Mr. Elgin is familiar with various materials, including masonry (terra cotta, stone, brick, concrete masonry units), concrete (reinforced, precast, post-tensioned), structural steel, wood, fiberglass, glass-fiber-reinforced concrete, traffic-bearing membranes, waterproofing, and sealants.
