Thomas J. McMullan

Associate Principal and Unit Manager


Since joining WJE full-time in 2002, Thomas McMullan has specialized in the design and investigation of numerous different types of exterior building enclosure systems on hundreds of projects throughout the country. These systems include air barriers; masonry cavity wall and mass wall construction; rain screen cladding; precast and cast-in-place concrete; EIFS; windows, curtain walls; and skylights; and roofing and waterproofing. In addition to performing condition assessments, field performance testing, and repair design for a wide variety of building types and structures, Mr. McMullan works extensively to promote and develop WJE’s new construction peer review and building enclosure commissioning (BECx) practice, with an emphasis on building science.

  • Inova Fairfax Hospital - Fairfax, VA: Design peer review and assistance for the renovation and new construction of several existing and new campus buildings

  • Celgene Headquarters - Summit, NJ: BECx for a 550,000-gross-square-foot expansion to global biopharmaceutical company’s headquarters
  • Washington Headquarters Service (BRAC 133) - Alexandria, VA: BECx for 1.75-million-gross-square-foot office building and auxiliary structures for the Department of Defense
  • Constitution Center - Washington, D.C.: BECx for the largest privately-owned office building in the District of Columbia during replacement of the existing facade with a unitized, structurally glazed curtain wall

  • The Ritz-Carlton Philadelphia - Philadelphia, PA: Condition assessment of historic white Georgia marble facade and copper roofing
  • The Residences at Two Liberty - Philadelphia, PA: Condition assessment of a 1990-vintage unitized glass curtain wall and sloped glazing assembly with granite panel accents 
  • Homer Building - Washington, D.C.: Evaluation of facade condition and stabilization of historic terra cotta using difficult access techniques for inspection

  • York Hospital Patient Care Tower - York, PA: Exterior wall water leakage and roofing failure investigation and remediation
  • Baltimore County Public Safety Headquarters - Towson, MD: Sporadic glass breakage investigation and analysis
  • Schwab Auditorium - University Park, PA: Historic plaster failure investigation and remediation


Repair and Rehabilitation

  • The Ellington Condominium - Philadelphia, PA: Stabilization and restoration of historic terra cotta cornice and limestone and masonry facades
  • Washington Harbour - Washington, D.C.: Repair design of masonry and natural stone wall assemblies and building fenestration to address widespread water leakage and deterioration
