Fuel Mixing Facility
Evaluation and Stabilization of a Blast/Fire-damaged Structure

A large explosion and accompanying fire caused extensive damage to this automated fuel mixing facility and left significant quantities of unburned fuel in the vicinity. WJE was retained to assist accident investigation and recovery efforts in and around the heavily damaged structure.

Background
The building was a two-story steel-framed structure that housed automated fuel mixing equipment.

  SOLUTION
Drawing upon experience with blast effects, WJE structural engineers first assessed the stability of the damaged building from the exterior in order to support the efforts of a hazmat team that was working to neutralize unburned fuel. The engineers then provided full-time structural engineering supervision during blast investigation and debris removal operations, which included the following responsibilities:

Working with shoring contractor and demolition crew to maintain stability of the structure and its contents

Working with blast evaluation team to provide protected access to areas and equipment critical to the investigation

Working with crane operator to develop debris removal plans and rigging plans for difficult lifts

Reevaluating the stability of the structure and its contents after a mild earthquake
